Chazal say that משנכנס אב ממעטין בשמחה, when we enter the month of Av, we diminish our joy. It is said that although we diminish our joy, we still must be בשמחה. I heard from someone that the pshat is that if one feels in אב that ממעטין, the Presence of HaShem is diminished, then one should be בשמחה. We can add that the Gemara in Eruvin uses the term ימעט to describe the procedure for rectifying a מבוי. Here too we can say that if one wishes to effect a תיקון, he should be בשמחה.
